Can. 225 §1 Since lay people, like all Christ's faithful,
are deputed to the apostolate by baptism and confirmation, they are
bound by the general obligation and they have the right, whether as
individuals or in associations, to strive so that the divine message
of salvation may be known and accepted by all people throughout the world.
Diocesan Pastoral Council:
The Diocesan Pastoral Council is presided over by the Bishop and
composed of not fewer than seven and not more than ten members freely
appointed by the Bishop for a term of up to three years, renewable,
not more than twice. Terms of appointment are to be varied so as to
ensure both continuity and renewal. Additional ad-hoc members or
advisors may be appointed from time to time to assist the Council in
the performance of its duties. The Council is advisory and exists to
assist the Bishop in his role as "servant leader", in the
planning, administration and coordination of Pastoral activities in
the Diocese. Being pastoral in nature, Council members are called
upon to be concerned about the pastoral mission of the Church and
spiritual formation must be an integral part of Council activities.
The Council will select a Chairperson from within its membership for
a two-year term. This term may be renewed.
Roles and Responsibilities:
The primary role of the Diocesan Pastoral Council is to foster and
strengthen the process begun by the Diocesan Pastoral Planning
Committee, and to provide ongoing impetus and continuity for the
initiatives put in place by the Diocesan Implementation Committee.
The Council shall:

Manage the Diocesan Planning and Budget Approval process by:

Expanding the current Planning and Budget Approval process to allow
for long-range planning within the Diocese;
- Initiating the annual call for submissions by
Diocesan organizations;
- Reviewing submissions and requesting any required
additional information;
- Requesting the Diocesan Financial Committee to
carry out the necessary financial analyses;
- Recommending priorities when resources requested
exceed resources available;
- Obtaining approval of the Annual Plan from the Bishop;
- Coordinating communication requirements arising
from approved plans through the Diocesan Communications Cornrnittee;
- Advising Diocesan organizations of approved plans
and promoting the principle of good stewardship;
- Monitoring progress of approved plans; Evaluating
success of approved plans;
- Ensuring that all Diocesan organizations have
approved and up-to-date mandates.

Coordinate Diocesan Pastoral activities by:

Determining pastoral needs within the Diocese by a process of
consultative discernment;
- Reviewing Annual Parish Reports and recommending
changes to the present form so as to obtain additional information on
pastoral needs;
- Developing a short and long-term pastoral-planning
framework; Organizing seminars, conferences, training and meetings;
- Promoting and supporting local initiatives;
- Consulting regularly with Parish Pastoral Councils;
- Obtaining information on pastoral activities from
sources outside this Diocese and evaluating their possible
application locally;
- Providing ongoing positive support and
encouragement to those groups tasked with such major initiatives as
youth, adult forrnation, liturgy, catechetics, communications, etc.

Manage the Strategic Plan for the implementation of the
recommendations of the Diocesan Restructuring Committee by:

Learning, as early as possible, of Pastoral changes which will
necessitate Parish restructuring;
- Organizing a team composed of representatives of
the Parishes affected, supplemented by a nurnber of people who have
expertise to facilitate the restructuring process;
- Providing support in such areas as
"communication", "education", "faith
sharing", etc.

Coordinate the development of a Diocesan Human Resource Plan by:

Evaluating the human resource needs originating from the Annual
Planning process and matching those needs with existing resources or
developing/training/recruiting new resources;
- Developing a "gifts/needs" profile for
the Diocese and for Parishes consistent with the expectations of the
people of the Diocese; Fostering "ministry" throughout the
Diocese; Examining the reality of the "staff/volunteer"
situation and developing long-term strategies towards fulfilling
ongoing needs.

Foster collegiality within the Diocese by:

Encouraging a broad participation and involvement of more and diverse
people through the sharing of inforrnation and responsibilities in
Diocesan leadership roles;
- Hosting Diocesan symposiums as a way of
demonstrating what this style of working together means and what
skills and behaviors are most conducive to using this approach.
The Diocesan Pastoral Council will provide ongoing guidance and
direction to the Diocesan Director of Pastoral Planning, who
participates fully in the work and deliberations of the Council.
